Answering…
You can practice spearfishing in Garda Lake only in specific areas and only with fishing license.
Here is different if you want to fish in the sea or in lakes and rivers, the first is free , the second is higly regulated.
So is better if you ask in a fishing shop where you can obtain fishing license and where is permitted to spearfish near the zone you are.

I think in Italy exists only annual fishing license and requires only the payment.
I don’t know were on Garda lake are you going (it’s a big lake) to suggest some shop (I’m not sure than someone rent spearfishing equipment it isn’t a widespread activity)
I wrote “practice” not meaning for a beginner, the lake is not a good place for spearfishing.
I reccomend Sicily for spearfish! 😀 😀
No ok, go to the sea and youll’ have an easyer life, the only problem is that the nearest sea is at 160 km ….

Dear friend,
my suggestion for you is to’ Search around Brescia lake side.
Also you can have a look on the web to’ some of local clubs .
Here there are some Locations with some diving centers:
Torbole, Limone del Garda, Desenzano del Garda.
I’m sure that is not allowed to any places and at all the seaons.
